The Workforce Development Department (also known as Workforce Solutions for North Central Texas) is seeking a Workforce Program Manager to join the Workforce Development team of the North Central Texas Council of Governments. This dynamic individual will be responsible for the development of oversight of Workforce program implementation by supervising professional staff responsible for policy development and overseeing the implementation and administration of Workforce programs.
The Workforce Program Manager is responsible for various duties including:
- Design, develop and implement Workforce program goals and objectives by analyzing federal and state program rules and regulations.
- Manage contracts against goals and objectives in statements of work by continuously tracking performance.
- Supervise staff by providing goals, direction and training and recommending professional development opportunities.
- Provide technical assistance and oversight to subrecipients delivering Workforce program services by communicating verbally and in writing with subrecipients.
- Research and recommend additional program activities to improve service delivery by coordinating with outside organizations and agencies.
- Support the North Central Texas Workforce Board Committees and Board members by analyzing and compiling information for Early Learning Programs.
- Assist in the development and execution of program contracts and amendments by assisting in the negotiation of contracts, operational budgets and the development of statements of work.
- Provide oversight of the Workforce Department’s Strategic Plan and associated goals
- Represent the agency at council meetings, professional associations and conferences.

- Extremely organized and detail-oriented, with the ability to manage multiple projects and quickly react to changing business needs while meeting firm deadlines
- Ability to work independently and with minimal direction
- Strong communication skills to articulate persuasively and clearly about the organization's mission, value and initiatives
- Previous supervisory experience
Required Education & Experience:
- Bachelor's degree, or 11 years of equivalent experience (in lieu of degree)
- 5 - 7 years of related work experience.
Compensation:
- $95,235.44 - $123,121.00 – depending on skills, experience and qualifications.
- FLSA: Exempt

Retirement
- NCTCOG participates in a defined contribution plan as an alternative to Social Security. The defined contribution retirement plan provides retirement benefits for all eligible employees. NCTCOG contributes twelve percent (12%) of permanent full-time employees' gross salaries. Participating employees contribute six percent (6%) of gross salary. An employee becomes forty percent (40%) vested in NCTCOG's contributions after three full years of employment. An additional fifteen percent {15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
